System.Runtime.InteropServices.COMException in WAP VS 2008 Project

I had a Visual Studio 2008 Web Application Project working on one my machines, and when I tried to open it on another Vista machine I got a dialog with simply "System.Runtime.InteropServices.COMException" and the project would not load. I found
